On 22 October, the Government announced a number of changes to the Resurgence Support Payment (RSP) in recognition of the ongoing restrictions faced by businesses in New Zealand, and especially in the Auckland region, as the country transitions to the new COVID-19 Protection Framework.
The RSP moved to fortnightly payments at double the previous rate from 12 November 2021, and is now paid fortnightly. Before this, it was paid at a base rate of $1,500 per eligible business and $400 for each full-time employee up to a total of $21,500. From 12 November, this increased to $3,000 per business and $800 per FTE, up to 50 FTEs, with a maximum fortnightly payment of $43,000.
Key dates
Applications opened for the sixth round of the RSP at 8am on 26 November 2021. Businesses and organisations can apply for the sixth payment even if they have received all previous payments.
The affected revenue periods for payments 4, 5 and 6 are:
For each of the fourth, fifth and sixth RSPs, the affected revenue period ended on the close of the day before any area of New Zealand moves to the COVID-19 Protection Framework.
Applications for the fourth, fifth and sixth payments will close at midnight on 13 January 2022. The first, second and third rounds of RSP payments have now closed.
Eligibility criteria – ownership changes
From 10 December 2021, the RSP eligibility criteria changed to allow existing businesses that changes ownership on or after 18 July 2021 to receive the payments.
